The KEMTIA Executive Board meeting was called to order by President Theresa Martin on 11/23/2002 at 1:05 P.M.

A Quorum was present.

Approval October 2002 Minutes. An error in the minutes to correct a member’s name of the Professional Affairs-Professional Development and Education Committee; Roger Cropper instead of Roger Crawford. A motion was made by Katherine Thomasson, 2nd by Jody Grizz to approve the minutes with the correction. Passed.

Treasurer’s Report. Absent. KEMTIA $20.00 fees are due.

The Executive Board Welcomes Teresa Joyce, New Executive Secretary. Teresa Joyce introduced herself and requested copies of the organization’s legal documents, which shall include Articles of Corporation, Corporate Resolution from the Board Secretary along with official Federal Tax Exempt Number of the organization and any outstanding accounts that still need to be resolved. Any instructor that has not been paid for evaluations for the year of 2002 will need to contact Teresa at the following address or phone. Teresa Joyce

Teresa requested Debbie Peck to be named as the co-signer for the association’s checks when needed. A motion was made by Colette Spille to approve Teresa’s request and name Debbie Peck as the co-signer of the association’ checks as deemed necessary. 2nd by Jody Grizz. Passed.

Status on KEMTIA as an Implementing Training Agency is still pending. There was lengthy discussion about issues and guidelines that need to be addressed within the association as an educational institute. Request came from the President, Theresa Martin toward the Education Committee to draft guidelines and plans of action for courses, record storage and record keeping of students and instructors for the association and to report back at the January KEMTIA Executive Board Meeting for approval. The Executive Secretary, Teresa Joyce will draft an application for students that will be universal for KEMTIA Implementing agency courses and requests for State Evaluations. The applications will be auditable for record keeping and accounting.

REGION REPORTS:

EAST REGION: David Wilder reporting. No meetings since last KEMTIA Executive Board Meeting. A notarized letter from an instructor in the East Region was submitted to the Board to approve continuing education hours that were viewed via video of The October 2002 Conference Educational Tract. The Board approved continuing education hours. Certificate will be mailed.

A motion was made by Cosette Spille to allow the decision of the KEMTIA President deemed from the board in reference to approval or non-approval of viewing Conference Education Tracts for Continuing Education Hours and to allow appeal for ratification at the following KEMTIA Executive Board Meeting. The motion was 2nd by Katherine Thomasson. Passed.

WEST REGION: Katherine Thomasson reporting. Next regional meeting set for December 7th in the West Region. Concerns are expressed for lack of Instructor Evaluators to evaluate EMT-B Class in Bowling Green and in Glasgow.

Requests were made by Theresa Martin and Ginny Shumate to combine the two classes and have instructors travel outside their regions to evaluate. Theresa, Ginny, Glenn Allen and Jerry McGraw offered to be evaluators for the two classes.

Katherine also expressed for her region that travel pay would be an incentive to Instructor Evaluators and would like to see the Board entertain the idea of changing the policy of how Instructor Evaluators are paid in the near future. A motion was made by Katherine Thomasson to omit the "Out of Region Travel Fee" as it is presently written, within KEMTIA and to allow the "State Rate for Travel" for any KEMTIA Instructor that travels to an evaluation site. The motion was 2nd by Cosette Spille. Discussion of investigation and accounting issues were lengthy. The Executive Secretary, Teresa Joyce agreed that investigation for incentives for the evaluators are necessary but she would like to be given the opportunity to settle and clear all past due accounts and past due evaluator fees before changes were made within KEMTIA. Any West Region Evaluator that did not receive compensation for the June 2002 Class will need to contact Teresa Joyce.

The Motion failed due to lack of yes votes.

CENTRAL REGION: Jody Grizz reporting. Regional meeting was held November 23 at 11:00 a.m. prior to the KEMTIA Executive Board Meeting. Jody is going to attempt to conduct a Central Region meeting prior to the KEMTIA Board Meetings on a regular basis. Concerns from Central Region are the EMS Regulations that are still open ended. Jody is going to draft form letters in reference to changes and solutions to regulations that need to be addressed by KEMTIA. He will be sending a copy of those letters out via e-mail and/or postal service for Instructors to personalize and forward on to individual KBEMS Executive Board Members, Senators, Representatives, Congressmen, Legislature, and to the Governor’s Office.

The next Central Region meeting will be conducting a 2 hour continuing education class for KEMTIA Instructors and will follow-up with Regional meeting on February 8, 2003 at 9:00a.m.at the Middletown Fire Department Station I. At 108 Urton Lane, Louisville, KY.

Jody also raised questions to the Board about the KEMTIA as an Educational Institute and how they were going to pay instructors or how they were going to keep records. All questions were referred back to the Education Committee.

NORTHERN REGION: Cosette Spille reporting. Regional meeting was held on Wednesday November 20, 2002. Instructors attending were concerned about regulations and the uncertainty of EMT/Instructors role in the new draft EMS Regulations. KEMTIA Executive Board expresses that the role of EMS Educators in KY is a vital organization and cannot be deleted or overlooked. Dale Edmondson, representative for KEMTIA on the Regulation’s Committee is standing firm on decisions being made within the recommendations from the Committee. There has been great representation from KEMTIA at the KAPA Regulation meetings. The next KBEMS Executive Board Meeting is December 10, 2002 at 1:00P.M. Everyone is invited to attend the meetings.

PROFESSIONAL AFFAIRS COMMITTEE:

Sharon Pierceall-Chairman: Absent, Theresa Martin Reporting. Serving Since Pins that have been discussed in the past and have been voted on to order have been ordered. Should be available at 2003 Conference.

EDUCATION COMMITTEE:

Meeting was cancelled this date due to Sharon Pierceall-Chairman’s absence.

CONFERENCE COMMITTEE: Glenn Allen reporting. KEMTIA Spring Conference is scheduled for the weekend of April 11, 12, & 13th 2003. It will be held at the Days Inn in Bardstown, KY. The room rate is $60.00 for a double bed. You may call for reservations at any time after January 1, 2003. (502) 348-9253 · 800-329-7466 · 866-348-6900. You must tell them you are making reservations for KEMTIA. More details will be available later. The conference committee will be making arrangements and asks for any assistance with vendors, educational speakers, sponsors, etc… Contact Glen Allen or Eva Prewitt if you have ideas that you wish to see happen at the Spring Conference.

Question was brought up about Instructors that were EMS Educators but not good-standing members of KEMTIA. They will be invited to participate in the conference but will be charged a fee of $80.00 for the 8/ hour day of continuing education hours and will be charged $10.00 for a lunch meal ticket. The Educational conference will be open to all EMS Instructors. The topics will be announced at a later date. The Conference Committee will be meeting on December 11, 2002 in Bardstown for planning stages and will report back to the Board at the January Meeting.

OLD BUSINESS: The President, Theresa Martin asked the Professional Affairs Committee to set some guidelines for the KEMTIA Mentor Program and to report back to the Executive Board at the January Meeting. Professional Affairs Committee Meeting will be held January 25, 2003 at 11:00 a.m. EDT at South Dixie Fire Department prior to the KEMTIA Executive Board Meeting.

To Date 11/23/2002 there are 151 KEMTIA Members and 16 LTM.

NEW BUSINESS:

President, Theresa Martin asks everyone to review the Regulations for the Requirements to become an EMT-Instructor. She had some concerns but asks for each member to make their own judgment and get back to her so she can compile the comments toward strengthening the regulation. Theresa will need to have these comments prior to the Regulations Committee Meeting that will be held January 12 or 15, 2003. Contact Theresa at Theresa@bbtel.com. List your concerns and a suggestion for a solution.

KEMTIA Representation is needed at the KBEMS Board Meetings. The next scheduled meetings are. December 10, 2002 and March 6, 2003.

Theresa Martin, KEMTIA President asks that the Regional representatives serve as liaisons between The KEMTIA Executive Board and The KEMTIA Members in their region. Be familiar and provide information to all their regional members not to exclude the Life-Time Members and to relay information to the KEMTIA Board when members may be in need of assistance from KEMTIA.

Flowers were sent to Mike Swift and his family during the time of his wife’s illness.

Flowers were sent to the family of Anna Brown, EMT/I #269 from Jackson, KY after her death from a long illness.

Pat Trevathan has gone through another surgery. Extend best wishes and speedy recovery.

Gene Reesor underwent cardiac catheterization during the week of Thanksgiving.
