President Theresa Martin called the Executive Board meeting of KEMTIA to order on 01/13/02 at 1:15 P.M.

A Quorum was Present.

Approval September 2002 Minutes. Motion to approve the minutes by Katherine Thomasson, 2nd by David Wilder. Passed

Treasurers Report: Aline Flanagan reports Checking Account: $7,155.66

CDs $5,493.60

KEMTIA Total $12,649.26 pending unpaid accounts for Conference to KAPA and

Scholarships.

KEMTIA membership dues are now due. Reminder Letters have been sent.

Aline Flanagan made the motion to accept the Treasures Report, 2nd by Phil Taylor. Passed.

REGIONAL REPORTS:

East Region: David Wilder reporting: East Region met on October 5, 2002. Concerns about lack of mailing and announcements of the September 2002 Conference. There were no mailings from KEMTIA. The announcement was at the bottom of the KAPA Correspondence that was sent to EMS Personnel throughout KY. This was brought to the attention of the Executive Board at the conference and special literature will be sent in the future in regards to Training and Conferences, also decisions and actions are posted in the minutes that are sent out via postal service and/or e-mail, along with being posted on the KEMTIA Web Site.

Questions about HIV/AIDS Course renewal 10 years or still every 2 years. According to the present regulations; HIV/AIDS Course is to be renewed 10 years if the course has been completed since July 1, 2001.

Questions were also raised about a 1998 EMT-B curriculum verses the 1994 curriculum. There is no 1998 EMT-B Curriculum. KY is still using the 1994 Curriculum.

Draft Regulation issues and resolutions concerns from the East Region addressed later in these minutes.

West Region: Katherine Thomasson reporting: West Region met on September 29, 2002. Several Questions were discussed such as were MOI hours available at the conference from KEMTIA. The answer was yes. Question if KEMTIA Regional Representatives need to be present while a member is viewing videotapes of Conference Material? As the regulations presently state, the answer is yes. Also, is an EMT-B/I mandated by the State Regulations to attend 1 KEMTIA Conference every two years? There is nothing in the Regulations that state such a requirement for EMT-B/Instructors Which brought up concerns and discussion with the executive board.

Phil Taylor made a motion that KEMTIA Members obtain a minimum of 8 hours training by attending an annual instructor’s conference within a two-year period. 2nd by Katherine Thomasson. Passed.

A motion was made by Aline Flanagan stating that Conference Videotapes will no longer be available for continued education viewing purposes unless the individual reasons fall under extenuating circumstances that are approved by the Executive Board. The motion was 2nd by Katherine Thomasson. Passed.

An amendment was made by Glen Allen that allowed KEMTIA to continue the Videotape viewing of the conference to be continued education hours if KBEMS mandates through regulations. 2nd by David Wilder. Discussion about the term mandate and changing regulations would need to be discussed at such time of occurence. The Amendment Failed due to lack of votes.

Central Region: Jody Grizz reporting: The Central Region has not conducted regional meetings since the September conference. General conversations with Instructors in the Central Region are concerns and questions about the KEMTIA Testing and Course Fee Schedules. Central Region Meeting is in the planning and dates will be announced.

North Region: Cosette Spille reporting: Last meeting was in Owensboro at the Conference. Cosette has attended the Regulation meeting in Frankfort, obtaining information and answers to take back to the Region Instructors. E-mails have been sent out to North Region Instructors encouraging their attendance at the regulation meeting and the KBEMS meeting on the draft regulations on October 17, 2002 in Anderson County.

COMMITTEE REPORTS:

Professional Affairs-Professional Development and Education Committee:

Sharon Pierceall reporting: Submission of The Education Institution Application had been delayed but will be submitted within the next two weeks. The following Course Policy and Guidelines have been written.

Tuition and Fees for EMT-B Course, EMT-FR, Continued Education and Refresher Courses have been tentatively set.

A motion from Glen Allen was made to approve the Course Policy, Guidelines, and Fees as written. 2nd by Katherine Thomasson. Passed. Policies, Guidelines and Requirements will be made available pending KBEMS approval of KEMTIA Education Institution.

Payment plans may be made available and granted through course coordinators.
Refund Withdrawal Plan: First 15% of total class time refund of 90%
Second 15% of total class time refund of 50%
Third 15% of total class time refund of 30%
No Refunds after Withdrawal of 45% of Total Class time.

Education report is preparing to provide The EMT-B Supplemental course Curriculum at the 2003 Conferences that will aide Instructors in Teaching Oral Intubation, Pulse Oximeter Reading and Physiology, and Glucose Monitoring.

Motion was made by Katherine Thomasson that the committee pursue the avenue to provide the education on the Supplemental Course Curriculum for the 2003 Conferences. 2nd by Aline Flanagan. Passed

Conference Committee: Reported by Glenn Allen, Plans are underway to hold Spring Conference with an 8 hour educational tract tentatively April 12 and 13, 2003 in Bardstown, KY. Plans and details will be finalized and presented to the Executive Board at the next scheduled board meeting November 23, 2002.

Budget and Finance Committee: Aline Flanagan reporting that an updated list of members has been provided to the Executive Board Members. Applications were received for the KEMTIA Executive Secretary Position.

Aline Flanagan made a motion to accept the application and hire Teresa Joyce as the new KEMTIA Executive Secretary. The motion was 2nd by Glenn Allen. Passed.

Motion was presented by Katherine Thomasson to authorize Aline Flanagan, KEMTIA Treasurer to accept and pay KEMTIA’s expenses in view of the replacement of the Executive Secretary until December 1, 2002. 2nd by Cosette Spille. Passed .

Recommendations for increase in compensation for the Executive Secretary’s position will be reviewed and brought forth at the November 23rd Executive Board Meeting.

OLD BUSINESS:

Mentor Program: Seeking a list from the KBEMS of the new EMT-B and EMT/FR Instructors. Would like to be able to assign mentors to each new KEMTIA instructor members. No action taken pending list.

A motion was made by Cosette Spille to welcome Paramedic Instructors, as well as EMT-B/Instructors and EMT/FR Instructors, with invitations to become members of KEMTIA. 2nd by Katherine Thomasson. Discussion: With KEMTIA pending Educational Institution Status, Paramedic Instructors teach EMS as much as EMT-B/Instructors and EMT/FR Instructors. It would be an asset to our association to include all EMS educators within the organization. Problem that exits is there is no list of EMT/Paramedic Instructors available within the State of KY. In order to send invitations to Paramedic Instructors a list would be needed by KEMTIA, therefore an Amendment was made to the motion by Cosette Spille and 2nd by Katherine Thomasson that simply stated that KEMTIA welcomes Paramedic Instructors, EMT-B/Instructors, EMT-FR/Instructors, and EMS Educators to be members of the organization. A letter of invitation from KEMTIA will be sent to organizations within EMS. The motion and amendment passed.

NEW BUSINESS:

There have been two requests for KEMTIA to teach 16 hour refresher courses.

A motion was made by Glen Allen and 2nd by Katherine Thomasson that KEMTIA will provide the 16 hour Refresher Course for the Dixie Fire School and a 16 hour Refresher Course pending the KEMTIA Educational Institution Status in the Hancock County Region. Passed.

A recommendation from President Theresa Martin was brought forth to provide $800.00 sponsorship toward KAEMT EMS Olympics. A motion was made on the recommendation by Katherine Thomasson and 2nd by Aline Flanagan. Passed.

A copy of The 2002 National Guideline For Educating EMS Instructors from the U.S. Department of Transportation is made available through the Internet at NREMT.ORG. A motion was made by Glenn Allen to have KEMTI make provisions to accommodate KEMTIA Members with hard copies at the April Conference. 2nd by Katherine Thomasson. Passed.

Due to the expense of providing the hard copies or via diskette or CD, the Executive Board requests the return of the "Clip It" section of these minutes.

Aline Flanagan made the motion to Honor the Following as Lifetime Members of KEMTIA: 2nd by Katherine Thomasson Passed.

Discussion was open to the Regional Representatives with concerns and solutions to the Draft EMS Regulations.

Clarifications and definitions to some terms that were used in the Draft were needed by KBEMS before Solutions could be suggested.

The drafts that brought the largest concerns to each Region were.

202 KAR 7:030.Fees of the Board.
202 KAR 7:601.Training, Education and Continuing Education.
202 KAR 7:301 Emergency Medical Technician

Clarification requests and Solutions were written for each comment or concern that the Regional Representatives brought forth.

A motion was made by Glenn Allen and 2nd by Katherine Thomasson to allow Theresa Martin, President of KEMTIA to present the solutions and request for clarifications before the hearing with the KBEMS Staff, Legal Counsel and members of the Regulations Committee at the Anderson County Community Building in the Anderson County Park on County Park Road on October 17, 2002. The hearing will begin at 12:50 P.M. EDT and conclude at 4:30 P.M. and will be chaired by KBEMS Chair, Judge Anthony Stratton. Passed. All EMS ARE INVITED TO ATTEND.

Motion to adjourn the meeting at 6:15P.M. by Katherine Thomasson 2nd by Phil Taylor. Next Scheduled Executive Board meeting November 23, 2002 at 1:00P.M. at South Dixie Fire Department, Louisville.
