President Theresa Martin called the KEMTIA Executive Board Meeting to order on
06/07/03 at the KCTCS Fire/Rescue Center in Elizabethtown at 01:40p.m.

Approval of June 7, 2003 Minutes. Motion was
made to accept and file minutes as written by Cosette Spille and second by Katherine Thomasson. Passed
Treasurer’s Report by Aline Flanagan, Treasurer: To
date of 07/31/2003 Running
Balance in KEMTIA Checking Account is $1,376.70 and $5,717.08 CD Account with a
total of $7,093.78.
A Motion to accept and file
Treasurer’s Report until the annual audit in September was made by Cosette Spille and 2nd by Katherine Thomasson. Passed.
Executive Secretary Absent: No
Report at time of meeting. Reported via e-mail by Teresa Joyce Executive Secretary Report Ending
July 2003 with Bank Balance of $23,794.79. Report is submitted and on file
until the annual audit in September.
REGIONAL REPORTS:
North Region: Cosette Spille reporting with a couple of announcements, Chuck
Baird’s mother died. Condolences are expressed to him and his family. Cosette and several
Northern Region KEMTIA members hosted a reception in honor of, KEMTIA Life Time
Member, Mike Freiermuth from Williamstown, KY. It was a
surprise to Mike and his wife and his sincere emotional gratitude was visible
and deeply expressed. Several members
from the North represented KEMTIA at the Draft Regulations Hearing on July 29, 2003 held at the KBEMS Office in Frankfort, KY.
Central Region: Steve Sheets
reporting, No meetings have been held in the Central Region. Central Region
also had several members attend the Draft Regulations Hearing at the KBEMS
Office in Frankfort, KY. KEMTIA members
Jerry McGraw and Steve Burton
spoke at the meeting with concerns about the administrative, education and fee
sections of the regulations
West Region: Katherine Thomasson reporting, Jim Thompson and Katherine attended the Draft Regulations Hearing
at the KBEMS Office in Frankfort, KY Katherine
spoke in behalf of KEMTIA on the Education section of the Regulations. No
Western Region meeting has been held since the April Conference. The Western Region along with the other
regions awaits the regulations ruling.
Congratulations to Life Time Member, Pat Trevathan on his Induction into The KY Fire Fighter’s Hall of
Fame.
East Region: David Wilder reporting. No
meetings have been held since the April Conference. The regional KEMTIA members
are awaiting the rulings with the EMS regulations.
David and the Eastern Region are making arrangements for the hospitality room
at the conference.
POLITICAL
AFFAIRS: Theresa Martin reporting for Glenn Allen. A Document was submitted
to the KEMTIA Board; Document that was formally submitted to The Kentucky Board
of EMS with written comments and recommendations for changes in reference to
the proposed EMS regulations on July 29, 2003 at the Draft Regulations
Hearing at the KBEMS Office in Frankfort, KY. Document was submitted
after lengthy KEMTIA member reviews and combined efforts with KEMTIA members
and KBEMS to formulate one presentable document that represented KEMTIA, as an
educational organization with their concerns, solutions, ideas and views. The next procedure will be seeking approval,
via Motion, on August 25, 2003 at the KBEMS Board Meeting, to accept the
Complete Draft Regulations and to send on to the Legislative Review Committee.
PROFESSIONAL
AFFAIRS: Sharon Pierceall
reporting, Education, Eric Bentley M.D. Campbellsville, KY has agreed after
meeting with KEMTIA Past-President, Mark Bailey to be the Medical Director
representing KEMTIA Educational Institute.
Methodology Classes are being set up for Instructors at the fall
Conference. Scholarship recipient, Jamie Gapp, Hopkinsville, KY, a 20 y/o student enrolled
in EMT-B class was recommended by the committee to be awarded scholarship funds
from KEMTIA. Committee’s recommendation was voted on and approved.
Evaluator
Training Program to be prepared by committee with Eva Prewitt, Appointed as chairperson
and to select members to serve on the committee. Sharon Pierceall
has compiled the first draft process and will continue to work on the
committee. Mark Bailey, Dale Edmondson and Theresa Martin will also work on the
committee and will be working with KBEMS for future references, as EMS
Regulations will deem guidelines to be followed. Any other member that would be interested in
accepting a position on the Evaluator Training Program Committee should contact
Eva
Prewitt, ncemseva@aol.com.
Katherine Thomasson reporting for Professional Development, and
as Chairman of the “General Rules of Conduct Committee,” Submitted the first draft “Code of Ethics” during Practical Skills Evaluations, to the board for
KEMTIA Educational Institute for recommendation and was approved. The “Code of Ethics” Practical Skills
Guidelines will be filed with these minutes and made available on the Website
KEMTIA.org and will be sent out in later packets that are being drafted by Steve Burton KEMTIA Educational Coordinator, as all other
guidelines for the Educational institute are approved and instated.
Sharon Pierceall
and Katherine Thomasson reported Mentor Program guidelines still
pending.
Budget and Finance
Committee: Aline Flanagan
KEMTIA Treasurer working with the KEMTIA Executive Secretary to meet all
expenses and await audit and reviews at the September General Meeting. Aline Flanagan
announces her upcoming retirement this term as the KEMTIA Treasurer. She has served many years on the Board of
KEMTIA and wishes now to spend her extra time with family and grandchildren.
Conference Committee: Eva Prewitt, reporting;
The PEPP course is Sponsored by KEMTIA in conjunction with KBEMS, Tom Taylor,
KY Children Education with KBEMS is Coordinating the Course and is requesting
KEMTIA Members that are also PEPP Instructors to assist with the lectures of
the course.
THE
KEMTIA Conference is set for September 19-21, 2003 at the Rivermont
Executive Inn, in Owensboro, KY. The KEMTIA Executive Board Meeting will be
Friday September 19 at 12 Noon CST and the General Assembly
will begin at 1:00p.m. CST. The Dance that is sponsored by KEMTIA will be
on Friday evening after the Banquet. Banquet. Tickets can be bought through KAPA, John Hultgren, EMS Connection, which will
cover admission to the Banquet and the dance. For the ones wanting to attend only
the dance there will be a $5. Cover charge at the door. Randall Mantooth
will be available for pictures and autographs at the dance. The Continuing Education with Guest Speakers
will begin with registration and complimentary breakfast at 7:30a.m.CST,
Saturday Sept.20, 2003. Dynamic
speakers featuring ideas with motivation and humor are available. Lunch tickets will be provided for members and
Business Exhibitors that are familiar with the tools-of-the-trade will be
available for one-on-one questions and answers.
The afternoon will highlight Mass destruction insights with Critical
Incident Debriefing issues. The General
Assembly will reconvene on Sunday Morning at 8:00a.m.CST for elections of Board
Members and Regional Representatives. ALL MEMBERS ARE URGED TO ATTEND. Brochures
have been sent out and pre-registration is available. Charge for Saturday is $25. per person. Budget
for the Conference is right at $5,800. With everyone paying the minimum of $25. The Speaker fees
should be almost covered and KEMTIA Organization will be responsible for the
meals. Questions about the conference

OLD BUSINESS;
Scenarios for
Evaluations: Questions and discussion as
to who should institute and insure the security of the EMT-B and EMT-FR
Evaluator Scenario Packets. All testing
scenarios will be sent to Steve Burton and he will issue them on
an as-needed basis.
Organization Structure: Dale Edmondson speaking in behalf of the
future of KEMTIA. The future is EMS
Education and the need to approach and widen the KEMTIA Organization and to
view the future outlook. The outlook
should be through all Educators of EMS. Following the new EMS Regulatory
Process, which addresses Level I, II and III Instructors, as
well as those program directors of Emergency Medical Services-Teaching EMS
Educational Institutions. The
outlook is to open membership eligibility and to allow KEMTIA to do Business as
The Emergency Medical Service Educators of Kentucky (EMSEK). A resolution by the Board to the general
assembly will be prepared and addressed at the September Meeting in Owensboro.
KEMTIA HIV/AIDS Curriculum: Donna Sparks will be working with Aline Flanagan with the re-certifying process with the Center of Disease Control and Epidemiology.
NEED KEMTIA
INSTRUCTORS: November 1-2, 2003 for 16 hour EMT-B refresher
course at Grayson County Fire School.. Any KEMTIA Member interested needs to contact
Steve
