Approval of Minutes: Approval of April 13,2003 Minutes. Corrections to the minutes; Glenn Allen, Vice President was present at the April Meeting and New Members were voted into the association by the General assembly at the April Meeting. Motion was made to accept and file minutes as written with corrections by Eva Prewitt and second by Katherine Thomasson. Passed
Treasurer’s Report: Treasurer’s Report by Theresa Martin: To date of 05/31/2003 Running Balance in KEMTIA Checking Account is $1,970.43. No report on the CD.
A Motion to accept and file Treasurer’s Report until the annual audit in September was made by Katherine Thomasson and 2nd by Phil Taylor. Passed.

Region Reports:
North Region: No report
East Region: No report
West Region: : Katherine Thomasson reporting, No official Western Region meeting has been held since the April Conference. The region continues to express positive comments about the April Conference. Would like to see more educational tracts in the future. They are entertaining ideas and suggestions at this time for future classes and will report back to Katherine with that information. Western Region has been conducting numerous end course tests in the last few months. Western Region along with the other regions await the regulations ruling
Central Region: Steve Sheets reporting. No meetings have been held since the April Conference.
New Information:
Testing Scenarios: The committee has written new scenarios for testing. IT IS IMPORTANT THAT ALL KEMTIA MEMBERS UNDERSTAND that scenarios for testing are to be secured. Allowing EMT-B Students that have not already been tested to be patients during skills testing will only compromise the security of the testing scenarios and is not acceptable through EMT Statues.Steve Sheets made a motion to accept the new testing scenarios and to allow them to be utilized for future testing. Phil Taylor 2nd the motion. Passed.
Website: KEMTIA.org is working. It still has a few ticks that need to be corrected. Phil Taylor will soon be taking over the responsibility of keeping the Website updated. For members only section is password protected. To initiate the user name and password you will need to contact Phil Taylor petaylor@charter.net or you may contact Eva Prewitt ncemseva@aol.com.
KEMTIA Regional Refresher Courses: Theresa Martin, President will be notifying the Regional Representatives. She requests each region conduct a minimum of one weekend refresher course prior to November 1, 2003. This will allow at least four KEMTIA Refresher Courses to be held between now and November.
EMT-FR and EMT-B evaluators need to have an update on curriculum and possibly a new insight from KBEMS on evaluator expectations in the future. Plans are underway to conduct a class in conjunction with KBEMS for Instructors and evaluators.
Organization Structure and membership: There was conversation about increasing membership to include all EMS Instructors into KEMTIA. Voice of volume is a necessity for future educational issues within EMS. Comments were made that by including all EMS Educators, EMT-FR Instructors, EMT-B Instructors and EMT-P Instructors, we as an organization will have a positive attribute to add to the education criteria and curriculum in KY. Concerns were made that there may be misconceptions with the name Kentucky Emergency Medical Technician Instructors Association (KEMTIA) and that clarity may be an issue or even a change in association name to accommodate all EMS Instructors may be necessary. No Action was taken at this time but will be on the agenda in September.
Correspondence: John Tucker will be retiring at the end of June 2003. John’s wife has been ill. Best wishes and prayers go out to John and his wife. Gene Reesor has been in the hospital. He is reported to be out now, but is still struggling with his illness. Prayers go out to Ann and Gene as well as Ginny and Laura who are all members of KEMTI, during this time.
Committee Reports:
Political Affairs: Theresa Martin reporting for Glenn Allen. Conveyed to all Regional Representatives that each individual KEMTIA Member needs to phone or make contact with individual members of KBEMS and stress their concerns with the regulations that have gone to The Legislature Revue Committee. There will be only one other chance to appeal. Ideas or solutions should be thought through carefully and relayed to a board member, as to how EMT/Instructors will be selected and certified. Ideas and/or solutions on the credentials of an EMT/Evaluator should be addressed and relayed to the board members. Board Members names, phone numbers and addresses are on the website, KBEMS.org
Issues with the New Proposed Fee Schedule should be addressed to The County Judge/Executives and/or each State Representative. This is the approach that will be most receptive to LRC. (KEMTIA VOICES NEED TO BE HEARD BY EACH MEMBER AT KBEMS).
Professional Affairs:
Katherine Thomasson reporting for Sharon Pierceall. Due to lack of Saturday interest and participation, Brian Bishop reported that the meetings for comments that were being held on Saturdays for the last couple of months have ended and will continue to be held on Mondays at the KBEMS Office. Discussion and expressions of concerns were conveyed about KBEMS and their projected plan of action for the statewide course testing for EMT-FR and EMT-B and EMT-Ps as has been proposed in the draft regulations.
Suggestion for the KEMTIA Training Institute is that there is a need for “General Rules of Conduct”. Sharon suggests keeping it simple. Theresa Martin, President appointed Katherine Thomasson to chair a committee for “The General Rules of Conduct” and report back at the next meeting with proposed guidelines. Katherine will choose committee members and the list will be forwarded to the KEMTIA President, Theresa Martin.
Katherine also reported on the KEMTIA MENTOR Program. She has been seeking ideas and criteria for mentors to fulfill before assisting a new KEMTIA EMT/Instructor. The General Rules of Conduct Committee will also prepare guidelines and criteria for KEMTIA Mentors and will report back to the E-Board with a proposal of guidelines to be set by KEMTIA.
Education Committee: No report
Conference Committee: Eva Prewitt reporting. The EMS Fall Conference will be held the week of September 15 – 21, 2003 in Owensboro, KY. KEMTIA will be assisting in the Basic Life Support Tracts and will be conducting continuing education hours that are required by The National Registry Guidelines for Re-Certifications. These classes will be open to anyone that is involved in EMS. The KEMTIA Tract will be on the Weekend of the Conference September 19 – 21. 2003. KEMTIA will meet General Assembly during the weekend. KEMTIA will be sponsoring the Dance on Friday Evening with Randolph Mantooth, John Gage in the 70’s hit TV Series Emergency available for autographs and pictures.
According to rotation of responsibility the Hospitality Room will be under the organization of David Wilder and the East Region.
BY-Laws Committee: No report
Old Business: Theresa Martin, President reported that there is a meeting scheduled with a prospected Medical Director for KEMTIA Educational Institute. Possibly will have something in writing prior to the next e-board meeting.
Follow-up of a written complaint submitted at the April Meeting. Investigative Committee evaluated and investigated the complaint and determined that legal actions from KEMTIA, as an organization was not indicated. Although, if the complainant would like to seek disciplinary actions, the certifying or licensure entity would need to be notified.
