The Motion was made by Phil Taylor to approve minutes as written and was 2nd by Dale Edmondson. Passed

Correspondence: A formal ThankYou was relayed via Executive Secretary, Linda Cooper from The American Red Cross for the generosity that was expressed at the Fall Conference for the September 11 Tragedy.

KEMTIA HIV/Aid Instructor’s Recertification due April 30, 2002. Aline Flannigan has submitted the curriculum to Janet English with the Department of Epidemiology. The are no problems foreseen but Instructors are encouraged to wait on teaching the class until they receive further information of approval from KEMTIA.

The Motion was made by John Tucker to accept and file Treasurers Report 2nd by Phil Taylor. Passed

KEMTIA Membership is in good standing and memberships of EMT-FR Instructors are encouraged. Plans to specifically invite EMT-FR Instructors into membership are in process.

Theresa Martin volunteered to contact KAPA Board to resolve settlement between KAPA and KEMTIA for last Fall 2001’s Conference.

Executive Secretary Report: Linda Cooper, Executive Secretary reported on the amount in CDs and in the checking accounts. Hard Copies of the Executive Secretaries report were not available at time of Board meeting. Linda had concerns that the audit by a CPA was still incomplete due to costs and time. Several attempts had been made to complete this task but had failed .

John Tucker made a motion upon recommendation of President Mark Bailey to allot $2000 for the audit and to set a deadline for the audit to be completed by the next Board Meeting that is set for June. The motion was 2nd by Dale Edmondson. Passed.

North Region: Report by Dale Edmondson. North Region held a meeting April 3, 2002 and spoke of changes in Regulations and Recertifications of EMT-I. Questions were raised as to how regulations stand to date. It was brought to the attention at the meeting to check The KBEMS Regulations 202 KAR 7.070 Section 5. (Copy will be attached to the Minutes).

East Region: Report by David Wilder. No meetings in the East Region since January. All members are building interest and getting ready for the EMS Olympics. David requests that Sharon Pierceall check in to the EMT-FR roll-out that was held prior to KBEMS Administration. Clean-up will be seen to by Sharon.

Central Region: Jodie Grizz reporting that no meeting had been held, but scheduling a meeting within the next couple of months was in his plans.

West Region: John Tucker reporting that the Western Region had held one meeting and not a lot of issues had been brought to his attention.

Political Affairs: Theresa Martin reporting from the Kentucky Legislature HCR19 (BR 1238) – Damron, C. Belcher, M. Denham, R. Nelson

Designated September 11 of each year as "Firefighters and Emergency Medical Personnel Day". Signed by the Governor on February 20,2002.

AN ACT relating to emergency medical services.

Amend KRS 311.658 to permit emergency medical technician-basic providers and paramedics to administer epinephrine for allergic reactions under medical protocol of the licensed ambulance service; create a new section of KRS 311.652 to 311.658 to require ambulance providers to stock epinephrine and administration supplies on ambulances and to establish medical protocols for treatment of allergic reactions.

SB 196 – AMENDMENTS HFA (1, J. Comer) - Permit an ambulance provider or EMS provider to refuse to transport from 1 medical facility to another a patient who has presented with a mental condition that has involved a physical or verbal threat to the patient or to any other person.

EMT-Intermediate Program for Kentucky is undergoing research stages. Discussion was open to the floor and President Mark Bailey advised that a Power Point presentation with open discussion sponsored by KBEMS was scheduled in Bowling Green, KY April 29,2002 at 1:00 CST. Several presentations will be scheduled throughout KY in the next few months.

Follow-up on the letter to KBEMS that requested that KEMTIA be able to take part in the selection criteria of EMT-Instructor-Trainers is in the hands of KBEMS and is scheduled for review May 2, 2002 at 1:00 EST at the Capital Annex 11, Frankfort, KY.

One of the Forefathers of Kentucky EMT-I, KEMTIA member, Benny Cooper EMT-I # 42, died April 19,2002.

Also, KEMTIA member, David Belcher EMT-I #232, father died April 22, 2002.

KEMTIA expressed condolences and Flowers were sent.

Professional Affairs Committee: Sharon Pierceall reporting they are gathering price quotes for Education EMT-Instructor Packets and Classroom Equipment for EMT-FR and EMT-B Classes and/or evaluations.

Professional Development guidelines are in developmental stages and full report will be given at June Board Meeting.

EMT-Instructor Rockers (serving since dated pins) will be ordered as soon as a completed EMT-I list is available. Tom Ferguson has quoted a price of initial cost $2.67/ea lot of 50. Once they have established the print set-up the cost may be reduced.

Motion was made by Dale Edmondson to allow The Professional Affairs Committee to purchase EMT-I rocker pins for the 5 years, 10 years, 20 years, 25 years and 30 years from Tom Ferguson. The motion was 2nd by John Tucker. Passed

Scholarship Committee has received two applicants for the award and possibly another application by the June Board Meeting.

Rob Wagner is in the process of developing a system for Regional Representatives to keypunch in data on EMT-Bs and receive computerized status and results instantaneously. No actions have been taken.

New EMT-Instructor Candidates that have been waiting since KBEMS took administration should be finalizing their requirements May 18 and 19, 2002 and completing June 1 and 2, 2002 in Lawrenceburg, KY.

John Tucker requests a list of Contact KEMTIA Mentors to be available to assist fellow instructors with questions about the system or curriculum while instructing classes.

An updated instructors list will be available on KY EMS Connection Web site or can be made available upon request from one of the KEMTIA Board Members.

Budget Finance: Aline Flanagan updated the EMT-I List and is trying to secure EMT-I certification Dates. Aline requests any information to help complete update to be given to her.

Nothing to report on budget. Checking account transactions was given with Treasurer Report.

Conference Committee: Theresa Martin reporting Goal for the Conference is to have KEMTIA Members conduct the BLS Conference Tract. Instructors are needed. Conference Committee meeting to be held April 29, 2002 in Bowling Green at 10:00 EST. No Pre-Conference is being planned for this conference.

TENTATIVE: Executive Inn, Owensboro September 13, 14, and 15, 2002. Reservations forms are being designed, planned and collecting price quotes at this time. Professional Affairs will assist with planning. The committee is asking for Suggestions for Continued Education Classes on Saturday. Theresa Martin asks for you to e-mail her with suggestions at Theresa@bbtel.com

By-Law Committee: Dale Edmondson no report.

Old Business: KEMTIA Web site with the KY EMS Connection needs to be updated by the secretary. The idea about designing an Individual KEMTIA website will be investigated.

New Business: Dale Edmondson brought up concerns of how EMT recertifications are presently being processed through the KBEMS. Ideas need to be researched and to have KEMTIA form a committee to investigate the pros and cons of issuing and providing certificates for EMT-FR and EMT-B. Also ideas of scheduling quarterly regional testing sites and times for EMT-FR and EMT-B students were discussed. A motion was made by Theresa Martin to allow the four KEMTIA Regional Representatives to form a committee Chaired by Dale Edmondson to investigate the expense pros and cons of scheduling set times and dates for Regional EMT-FR and EMT-B testing and to investigate the possibility of KEMTIA producing the Certificates and Recertifications of EMT-FR and EMT-B. The motion was 2nd by John Tucker. Passed

There was also the idea that is being passed along to incorporate a pool of Scenarios for EMT Testing. With the thought that if every EMT-I instructor wrote up 5scenario based questions with Multiple Choice answers and submit them to a formed committee to process and to allow access to all KEMTIA members, it would assist in training classes. This is just a discussed idea and is open for discussion from the members at this time. No action has been taken.

Lifetime Members: Aline Flanagan made a motion to award Larry Goodin EMT-I # 63 and Ron Meadows EMT-I #57 as KEMTIA Honorary Lifetime Members. The motion was 2nd by Theresa Martin. Passed.

The motion was made by John Tucker to adjourn the meeting at 10:15pm CST and 2nd by Theresa Martin. Passed.

202 KAR 7:070. Emergency medical technician-basic instructors and EMT-B instructor trainers.

RELATES TO: KRS 214.610, 311.652, 311.6531, 311.658, 311.666

STATUTORY AUTHORITY: KRS 311.6541(1)

NECESSITY, FUNCTION, AND CONFORMITY: KRS 311.6541(1) requires the Kentucky Board of Emergency Medical Services to promulgate administrative regulations relating to emergency medical technicians. This administrative regulation establishes the requirements for attaining certification as an emergency medical technician-basic, also known as "EMT-B", instructor or appointment as an EMT-B instructor trainer.

Section 1. Eligibility for Training. An applicant for training as a Kentucky-certified EMT-B instructor shall:

(1) Have current registration with the National Registry of Emergency Medical Technicians qualifying in the basic or paramedic category;

(2) Be currently certified in Kentucky as an:

(a) EMT-B; or

(b) Paramedic;

(3) Provide documented proof of having at least two (2) years of experience in the active delivery of prehospital patient care or transportation as a part of an organized emergency medical service system; and

(4) Provide verification from the director or chief officer of the organization for whom the experience was provided that the experience was obtained within the last five (5) years prior to application for training.

Section 2. EMT-B Instructor Training. (1) Except as provided in subsection (2) of this section and Section 3(6) of this administrative regulation, a person training to become a Kentucky-certified EMT-B instructor shall complete a:

(a) United States Department of Transportation EMT-B instructor method of instruction educational course conducted by a Kentucky Board of Emergency Medical Services approved emergency medical services educational institution; and

(b) Student teaching internship and evaluation for certification as described in Section 3 of this administrative regulation.

(2) A person shall not be required to meet the requirements of subsection (1)(a) of this section if the applicant holds:

(a) A bachelor’s degree in education; or

(b) A valid Kentucky teaching certificate; or

(c) Documentation of successful completion of a board-approved instructor level methods of instruction course that consists of a minimum of forty (40) contact hours that shall include:

1. Adult learning techniques;

2. How to develop a lesson plan;

3. Use of audio visuals;

4. Small group dynamics; and

5. Evaluation techniques.

Section 3. EMT-B Instructor Candidate Student Teaching Internship and Evaluation for Certification. (1) An EMT-B instructor candidate shall complete a student teaching and evaluation internship in which the candidate has:

(a) Met the training requirements referenced in Sections 1 and 2 of this administrative regulation;

(b) Attended a minimum of seventy-five (75) percent of scheduled class sessions of an EMT-B course conducted by a board-approved emergency medical services educational institution;

(c) Served in various capacities under the direct supervision of a lead instructor for the EMT-B course for which the lead instructor:

1. Is a Kentucky-certified EMT-B instructor who has been certified for at least three (3) years; and

2. Has taught at least two (2) complete EMT-B training courses prior to serving as an EMT-B instructor candidate supervising instructor; and

(d) While under the direction of the supervising lead instructor, assumed total classroom responsibility on separate topics within the same EMT-B course for a minimum of ten (10) complete classroom lessons consisting of at least:

1. Five (5) lectures; and

2. Five (5) skill instruction sessions.

(2) The ten (10) lesson student teaching component described in subsection (1)(d) of this section shall be evaluated by an EMT-B instructor internship evaluation committee in accordance with the review process requirements of the 1999 EMT-B Instructor Candidate Evaluation Manual, incorporated by reference.

(3) An EMT-B instructor teaching internship and evaluation committee:

(a) Shall consist of three (3) members, as specified in the 1999 EMT-B Instructor Candidate Evaluation Manual; and

(b) May terminate the evaluation process for a reason established by the board-approved EMS educational institution. The committee shall provide written notice to the instructor candidate, including supporting documentation regarding the reason for termination.

(4) An emergency medical services educational institution:

(a) Shall be responsible for costs associated with the preparation and evaluation of an accepted EMT-B instructor candidate; and

(b) May charge an EMT-B instructor candidate an evaluation fee.

(5) A person who was notified in writing by the board when the last EMT-B instructor candidate evaluation was conducted in 1996, and between 1996 and the effective date of this administrative regulation, that the applicant has been placed on a waiting list for EMT-B instructor candidate evaluation may be exempt from the requirements of Sections 1(1), 2(1)(a), (3), and (4) of this administrative regulation if the individual provides documentation to the board:

(a) Of completion of an EMT-B transition course incorporated in 202 KAR 7:050, Section 7(2)(b); and

(b) Of completion of a board-approved methods of instruction educational course such as a:

1. Board-sponsored EMT-B instructor methods of instruction educational course taught by an EMT-B instructor trainer;

2. Level II fire service instructor; or

3. Board-approved instructor course as established in Section 2(2)(c) of this administrative regulation; or

(c) The person holds a:

1. Bachelor’s degree in education; or

2. A valid Kentucky teaching certificate.

(6) A person notified in writing by the board that he has met the requirements of subsection (5) of this section, may apply to a board-approved EMS educational institution for acceptance into an EMT-B instructor candidate teaching internship and evaluation program.

(7) If an EMT-B instructor candidate fails the evaluation process the candidate may, within two (2) years, repeat the teaching internship and evaluation.

(8) An EMT-B instructor candidate who does not pass the teaching internship and evaluation within two (2) years shall repeat the entire EMT-B instructor training course before subsequent reevaluation.

(9) A person who meets the requirements of subsections (5) and (6) of this section and who fails to pass the evaluation process may repeat the teaching internship and evaluation until the person passes.

(10) A person who meets the requirements of subsections (5) and (6) of this section and who fails to pass the teaching internship and evaluation shall:

(a) Apply as a new EMT-B instructor candidate;

(b) Meet the requirements of Sections 1 and 2 of this administrative regulation; and

(c) Repeat the entire EMT-B instructor training course before reevaluation.

(11) At the conclusion of the evaluation, the lead instructor shall submit verification of attendance and performance evaluations to the board for each EMT-B instructor candidate in accordance with the EMT-B Instructor Candidate Evaluation Manual specifications.

Section 4. EMT-B Instructor Certification. A person shall be eligible for initial certification as an EMT-B instructor if the person:

(1) Meets the requirements of Sections 1, 2, and 3(1), (2), (6) and (7) of this administrative regulation;

(2) Has obtained a recommendation for certification in accordance with the review process requirements of the 1999 EMT-B Instructor Candidate Evaluation Manual;

(3) Is not subject to disciplinary action pursuant to 202 KAR 7:090; and

(4) Within two (2) years of the completion of the course required in Section 2(1)(a) of this administrative regulation, or within two (2) years of the effective date of acceptance for the person’s first teaching internship if the candidate is exempt from Section 2(1)(a) of this administrative regulation, submits an "Application for EMT-B Instructor Initial Certification", incorporated by reference.

Section 5. Renewal of EMT-B Instructor Certification. (1) A person who obtained initial certification from the board as an EMT-B instructor prior to the effective date of this administrative regulation shall be eligible to renew the EMT-B instructor certification if the person:

(a) Maintains evidence of current training in cardiopulmonary resuscitation (CPR) that meets the minimum requirements referenced in 202 KAR 7:050, Section 4(1)(a)2;

(b) Obtains a minimum of fifty-three (53) contact hours, providing documented evidence of completion of each, in the following categories:

1. The minimum of two (2) hours AIDS education required by KRS 214.610 and 311.6531;

2. A minimum of three (3) contact hours on topics related to methods of instruction (MOI);

3. Conducted during the preceding two (2) years, a minimum of twenty-four (24) hours of instruction on at least three (3) different topics that are within the training requirements and the scope of practice for a Kentucky-certified EMT-B as described in 202 KAR 7:060, Section 1; and

4. Participatory involvement during the preceding two (2) years, of a minimum of twenty-four (24) hours of field experience with an ambulance service or other organization having an EMS mission (fire department, rescue squad, mining or other industry having emergency medical services) in any of the following roles of participation:

a. Actual patient emergency responses;

b. Agency quality assurance activities related to EMS; and

c. Enrolled attendant, or performance as an instructor, during continuing education or agency-specific in-service sponsored by the agency, for which any hours obtained in participation as an instructor of continuing education shall be in addition to the twenty-four (24) hours of instruction referenced in subparagraph 3 of this paragraph;

(c) Completes an application for EMT-B instructor recertification that shall be:

1. Signed by the EMT-B Instructor; and

2. Inclusive of a statement certifying to the truth of the information supplied;

(d) Is not subject to disciplinary action pursuant to 202 KAR 7:090.

(2) A person who obtains initial certification from the board as an EMT-B instructor after the effective date of this administrative regulation, shall be eligible to renew the EMT-B instructor certification if the person meets the requirements established in subsection (2) of this section.

(3) An application for renewal of certification shall not be considered if:

(a) The application is postmarked to the board more than thirty (30) days after the certification expiration date of the applicant; or

(b) Prior to the certification expiration date, the EMT-B instructor applicant has not met the requirements of subsection (1) of this section.

Section 6. An Instructor Certified in Another State. A person certified in another state as an EMT-B instructor shall be eligible for Kentucky certification as an EMT-B instructor if the person meets the requirements established in:

(1) 202 KAR 7:050, Section 5, relating to reciprocity; and

(2) Sections 2(1)(b), 3, and 4 of this administrative regulation.

Section 7. Expiration of EMT-B Instructor Certification. (1) Unless renewed, the certification period of an EMT-B instructor who:

(a) Is not currently registered with the National Registry of Emergency Medical Technicians as a basic paramedic shall expire two (2) years from the initial certification date and shall follow the same pattern for each certification renewal period thereafter;

(b) Is registered with the National Registry of Emergency Medical Technicians as a basic or paramedic shall expire three (3) months after the expiration of the initial National Registry registration and shall follow the same pattern for each certification renewal period thereafter.

(2) Upon expiration of an EMT-B instructor certification, the person may not perform an authorized function of a Kentucky EMT-B instructor established in 202 KAR 7:050, 202 KAR 7:060, 202 KAR 7:080, 202 KAR 7:092, and 202 KAR 7:094.

(3) If the certification has expired for a KY EMT-B instructor initially certified prior to the effective date of these administrative regulations, and the person is a Kentucky-certified basic or paramedic, not registered with the National Registry, and whose EMT-B instructor certification expiration date was less than two (2) years prior to the effective date of these administrative regulations, the person may again be eligible for certification, if within two (2) years from the effective date of this administrative regulation, the person:

(a) Completes the requirements referenced in 202 KAR 7:050, Section 3(3)(a) and (b), in order to document current credentials as a:

1. Basic registrant of the National Registry; or

2. Paramedic registrant of the National Registry paramedic; and

(b) Completes the requirements established in Section 5(1) of this administrative regulation; or

(c) Retakes all requirements established in Sections 1 through 4 of this administrative regulation.

(4) If the certification has expired for a Kentucky EMT-B instructor initially certified after the effective date of this administrative regulation and the person additionally is a Kentucky-certified, basic or paramedic registrant of the National Registry, the person may be eligible again for certification if, within two (2) years from the EMT-B instructor certification expiration date, the person:

(a) Completes the requirements referenced in Section 5(1) of this administrative regulation; or

(b) Completes the requirements established in subsection (3)(a) and (b) of this section; or

(c) Retakes all requirements established in Sections 1 through 4 of this administrative regulation.

Section 8. EMT-B Instructor Trainer. (1) An EMT-B instructor shall be eligible for appointment as an EMT-B instructor trainer for a period of two (2) years if the instructor:

(a) Has current registration with the National Registry of Emergency Medical Technicians;

(b) Is currently a Kentucky-certified EMT or licensed paramedic;

(c) Provides documented proof of five (5) years experience in the active delivery of prehospital patient care or transportation as a part of an organized emergency medical services system;

(d) Has been certified in Kentucky as an EMT-B instructor for five (5) consecutive years;

(e) Has served as the lead instructor for at least five (5) complete EMT-B courses;

(f) Files, with the board, a letter of request for appointment;

(g) Does not have an active pending investigation by the board relating to EMT certification; and

(h) Has not had disciplinary action relating to EMT or EMT-Instructor certification within the past five (5) years.

(2) A person who was certified as an EMT-B-instructor trainer prior to the effective date of this administrative regulation shall meet the requirements of subsection (3) of this section for reappointment as an EMT-B-instructor trainer.

(3) A person shall be eligible for reappointment as an EMT-B instructor trainer if the person:

(a) Is currently certified in Kentucky as an EMT-B;

(b) Is a currently certified in Kentucky as an EMT-B instructor;

(c) Documents attendance and participation at one (1) conference at which continuing education hours for an EMT-B instructor or EMT first responder instructor is offered; and

(d) Is recommended for reappointment by the board.

(4) An EMT-B instructor trainer shall function at the request and direction of the board.

(5) An EMT-B instructor trainer may serve as:

(a) An instructor liaison to assist an emergency medical services educational institution lead instructor with questions that may arise during a training program;

(b) An examination representative as established in 202 KAR 7:094, Section 4, for a Kentucky EMT-B or nationally-registered first responder practical skills certification examination; and

(c) A member of an EMT-B instructor teaching internship and evaluation committee as required in Section 3(3) of this administrative regulation.

Section 9. Incorporation by Reference. (1) The following material is incorporated by reference:

(a) The United States Department of Transportation, National Highway Traffic Administration, 1994 National Standard Curriculum, EMT-B Instructor Training Program, Method of Instruction;

(b) The 1999 EMT-B Instructor Candidate Evaluation Manual (8/99);

(c) The Application for EMT-B Instructor Initial Certification (7/99);

(d) The Application for EMT-B Instructor Recertification, (7/99); and

(e) The Emergency Medical Technician Basic Instructor Official Form for Documentation of Contact Hour Records for Certification Renewal 4/00).

Turn right on the exit marked Fort Knox which will be 31-W By-Pass about ¾ mile after getting on the WK Parkway. At the 1st traffic light turn left. The Training Center is first building on the right.

From I-65 North out of Bowling Green:

Traveling North on I-65 turn right and take the Western Kentucky Parkway exit toward Paducah. Turn right on the exit marked Fort Knox which will be 31-W By-Pass about ¾ mile after getting on the WK Parkway. At the 1st traffic light turn left. The Training Center is the first building on the right.

From Western Kentucky parkway out of Paducah:

Traveling East on Western Kentucky Parkway take the 1st Elizabethtown exit marked Fort Knox which will be 31-W By-Pass. At the Stop Sign at the top of the exit turn left which will be on 31-W by-pass. At the first traffic light turn left. The Training Center is the first building on the right.
