President Mark Bailey called the Executive Board meeting of KEMTIA to order on 01/05/2002 at 01:15 p.m. in Louisville, KY.

A Quorum was Present.

Approval of Minutes of September 14, 2001 with correction: Correction to Treasurer’s Report CD#3 total is 1876.20 instead of 18762.00 (Corrected).

The Motion was made by Aline Flanagan to approve minutes with the correction and was 2nd by Phil Taylor. Passed

Treasurer’s Report: Aline Flanagan Reporting. Conference report, all credits debits and fees up to date and clear except for some pending business with KAPA.

Overall Total for Cash Flow Report 09/01/01 thru 01/04/02: $4,307.28

Overall Net Worth Report as of 01/04/02: $9,077.36

The Motion was made by Dale Edmondson to accept and file Treasurers Report pending Audit in September. 2nd by Phil Taylor. Passed

Executive Secretary Report: (Absent)

Concern was addressed that the Audit by a CPA as directed at the September Meeting has not been completed to date. A concern from President Bailey was that this was to be done prior to this January Meeting.

Another concern, expressed by the President was the Billing Process with the State is not being done regularly. A total of $53,000. has been cut from the Executive Board. The billing process has shown no bills or statements recorded since September 2001. Misplacement of paperwork is said to have been a factor in some of the problem. The State must be sent statements regularly and in a timely manner. Concerns were expressed that this has not been recorded to have been done in the past. More funds may be cut if the necessity is not shown. Revenue is needed.

Classes recorded to have outstanding debt at this time: 1. Lawrenceburg, 2.Covington,

3. Lexington, 4.Ashland 25 students. and 5. Somerset 22 students.

Summary: Audit by CPA needs to be scheduled and completed. Billing Process needs to be done on a regular basis.

President Bailey was to call the five Exam Representatives and verify the paperwork. A deadline for all the paperwork to be turned in is Friday 01/11/2002

Dues Past Due for Instructors: A letter is to go out to all instructors that are not paid up to date.

Region Reports:

North Region: Report given by Dale Edmondson. The region has met once since September in Lexington. No problems were discussed. Testing, etc… is going well. Interest in April Conference is expressed.

East Region: Report given by David Wilder. The region met in October with continuing Education Class HIV and Terrorism. Their next meeting has been scheduled for 01/12/02 at 10 a.m. at Hazard Fire and Training Center with Continuing Education Class. They had discussion about resurrection of Eastern KY EMS association.

Questions were raised about EMT-Instructor Re-certifications. The information that was sent out was different than the information explained at the September Conference. Another question brought up was about First Responder Instructors. Several people participated in the rollout program to be secured or to become First Responder Instructors, with the new regulations those people are still pending First Responder Instructor Certificates and may be required additional classes. David was asked by President Bailey to produce names of people that participated in Rollout and he would follow-up on this issue.

President Bailey will make a few calls and make sure all is being done correctly about the two concerns.

West Region: Report given by John Tucker. HIV and Train the Trainer class cancelled due to Bob Shumate having illness. Pat Trevathan recently underwent 6 By-Pass surgery and will probably let certifications become inactive and expire after November 2002.

A motion was made by John Tucker to honor Pat Trevathan with an Honorary Membership to KEMTIA. Motion was amended to recommend to the general membership to honor Pat Trevathan with an Honorary Membership to KEMTIA. The motion was 2nd with the amendment. Passed

Central Region: No report. President Bailey to call Jodie Grizz.

Dale Edmondson made a motion for the Executive Board to purchase a plaque for Pat Trevathan to express appreciation for the services that he has given to KEMTIA.

The motion was 2nd by John Tucker. Passed

Past President-Phil Taylor expressed Thanks to President Bailey and the Executive board for the great job they have been doing.

EMT-Instructors can teach CPR in the EMT-B Class without being a certified CPR Instructor.

New Information:

KY Association of EMTs presents appreciation Certificate to KEMTIA.

Regional Representatives will be selling car decals for $2.50 each.

Committee Reports:

Political Affairs: President Mark Bailey Reported. Legislation 2002, Rewrite/Cleanup of HB 405, Funding is needed; Budget for EMS has been set for 2002.

Requests have been made for additional funding $2million for EMS with much of it to go back to counties for HB 66 in form of a Block Grant instead of Matching Grant and the possibility of making it a two-year grant instead of one year. Asked LRC to take all EMT legislation® Chapter 311.A to address all EMS legislation.

KAPA meeting will be held on Thursday January 10, 2002 at 9:00 a.m. in Frankfort in the CHS Auditorium. Following the KAPA meeting will at 2:00 p.m. will be KBEMS Meeting in the Capital Annex Building Room 113. The need to Approach KAPA about BLS Pre-Conference Educational Setting and incorporate it into the general continuing education body.

Phil Dickerson has the current list of Instructors with Instructor numbers to National Registry and will make scores available to the instructors. A letter is needed from KBEMS to Phil Dickerson.

Professional Affairs: Sharon Pierceall is absent. Test Scenario for new instructors reference to September meeting of 50 candidates. Need answers from KBEMS.

Education Committee: The question is being asked about the status of HIV Train the Trainer Program. Question the Combitube in Continued Education under Advance Airway Management.

Conference Committee: Report given by Theresa Martin. The Fall Conference is set for Monday September 9, 2002 thru Sunday September 15,2002.

Education Offerings will be beneficial to Instructors, for example; Combitube, how to use and how to teach, Train the Trainers for HIV with Janet English and Sharon Pierceall.

Epi Pens, Steve Burton to get expired Epi Pens for training, primarily for the new instructors.

Spring Conference is set for Friday April 12, 2002 thru Sunday April 14, 2002.

Setting will be somewhere in Central KY. Possibly Louisville or Elizabethtown.

BY-Laws Committee: No Report. Create a position for Chaplain.

Old Business:

Theresa Martin will take care of getting a plaque in appreciation to Our Designs and will also correct the spelling for Dale’s plaque.

The letter was sent to KBEMS requesting that KEMTIA be considered as part of the selection for EMT Instructor Trainers. This is under consideration.

Board Position for Chaplain will be an ex-office member.

The Mentor Program should be discussed during the Regional meetings. A list of interested members should be gotten from each Regional representative so that we can add the names to the list in the minutes. At this time the list of Instructors interested are as follows:

A motion was made by Dale Edmondson to place our plaques for display at the South Dixie Fire Department in Louisville. The motion was 2nd by John Tucker. Passed.

A motion to purchase a plaque for South Dixie Fire Department to express our appreciation for the use of their building was made by John Tucker and 2nd by Dale Edmondson. Passed.

A motion was made to adjourn the meeting by John Tucker and 2nd by Phil Taylor at 3:40 p.m.
